The Compendium is a joint venture between the Council of Europe and the ERICarts Institute, realised with a community of practice of independent cultural policy researchers, NGOs, national governments and information partners.

The celebration of the 10th anniversary of the Compendium was hosted by the Azerbaijan Ministry of Culture and Tourism. Download Programme
In addition to the "community of practice" of independent national authors, who form the backbone of the Compendium, other cultural policy researchers from Europe and neighbouring regions participated in the event. The meeting welcomed the "Baku Declaration" of the preceding Conference of Cultural Ministers, which mentions the Compendium as one of the important instruments facilitating intercultural dialogue.
The Council of Europe's Steering Committee for Culture approved the establishment of a cultural governance observatory function CultureWatchEurope at its meeting in May 2008.
Its strategic objectives are to act as a monitoring body, a mapper and watchdog, analyst and advisor and liaison agent.
